ULiu / PUZ The provisions of ARTICLE 31 “Regulation of transitional situations” shall apply to these territories. From the moment the entry into force of the provisions of this Regulation for these territories, the issuance of building permits will be conditioned by the application of the Land Development Procedure.

This regulation is final and cannot be amended by PUZ or PUD. Existing buildings and those authorized until the entry into force of this Regulation, with their related plots, have been integrated into the urbanization PUZ as existing elements.

Utilities: For the street plot up to the level of collectors, the public utility easements will be applied as they are marked in the PUG (see plate 3.2. “Urban Planning Regulations - Territorial Reference Units”) Within the PUZ documentation, concrete locations have been established and public utility easements related to the street plot of local interest, urban infrastructure, green spaces, etc., according to the urban program established by the Notice of Opportunity (Notice of the Chief Architect).

The studied area is served by a street of secondary importance (Valea Seacă street), with two lanes and green strips along its route, while the sidewalk or bicycle lanes are missing. By using land adjacent to the current street and proposing a new profile (III.F. - 15m according to PUG), Valea Seacă Street will have a sufficient and coherent profile (two lanes, parking lots, bike lanes, sidewalk) and will provide the opportunity for proper development in the medium and long term. The documentation also proposes widening the profile of Secarei Street, which functions as a collector for the parcels made in the northern part, from a profile of approximately 7m to one of 12m corresponding to the III.H profile of the PUG. In addition, by making the connection with Iancu Jianu Street, towards the plots on the east side, the proposed ensemble manages to better connect to its local context and to eliminate a blockage of accessibility. Also, the extension of the existing road from the West and its connection to Valea Seacă Street through a one-way loop completes the necessary connections within the ensemble, the existing road being also widened from a profile of approximately 7m to one of 9m, equivalent profile IV.2. from PUG.
